It seems that signing an application is recently not available without buying a "publisher ID"

Does anyone has information on this? How long will we have to wait until it works again?

Symbian Signed has changed. Three new and simplified signing options are available to developers, supported by a new (and lower cost) Certificate Authority.
* Open Signed, has updated and replaced Developer Certificate signing, making it easy for developers to sign applications for limited deployment to known devices, either for testing or for personal use. The online-only option is coming soon.
