what is the sofware to make swf. files to make flash menus plz

The program is called Adobe Flash.

Adobe Flash MX 8, use google to find info about this software. I watch my friend using it, looks easy to use once you get the hang of it. Lot of flash menu is really simple i think but the creator is very clever to have the idea of making it to look great with those effects they add...
