it's either better quality, OR smaller, not both.
Use a program such as itunes (not the best) or dbpoweramp etc, to rip mp3's at whatver bitrate yuo like

For compressing mp3 bitrate on my pc i use jetaudio, it has builtin audio converter with various format input and output as well. I will upload it @ 4shared in a couple hours. As i can remember you can downgrade your file bitrate to as low as 48kbps. I suggest you use 160kbps for your phone cause I really can't hear the difference between 160 ~ 192kbps when i'm listening it on my phone but you can hear just the difference between those bitrate if you hear it on your pc with hifi stereo speaker or headphone.
If you are looking for comfort in listening music, you can put all your music to same volume level using Mp3gain. Just set it to 99db (default is 89db) and you can hear your mp3 collection on your phone without having to change the volume up and down to get a constant volume. But by doing this you will also lose some quality so make a copy first and try mp3gain using the copied mp3 to hear the result. Imo you will notice the losing quality only in some quite song like slow acoustic or instrumental song...

Also, you can't increase the bit rate. Where would you get the necessary data (for the song) in order to do that?

You can just decrease it to make the file size smaller.

it's not gonna make much difference on a phone, unless you're using really good ear or headphones (better than the sony ones that is), & the volume's always capped on anything sony
but with CD's, WAV's or high quality downloads you could encode them to AAC (see posts above) smaller file size than mp3 but same (or very near) quality.
