> M600 vpn problem, help please

I want to make VPN connection on my SE M600.
When i go to 'control panel->security -> vpn accounts -> new VPN account', message appear 'there is no policy registered'
What does it mean?
I have found 'VPN manager (certicom)' on SE official site, download link for SE M600
I install it, but the application cant start (i click on it, nothing happens...) Once i get an error, like 'unsupported device', but i downloaded it from official site for device m600, i dont get it, please help
