This is technically impossible.
There needs to be some kind of outgoing data transmission (i.e. a call) from the phone in order for them to be able to "catch it".

They can locate you, even when the phone is switched off, they can't listen to your conversations though, this is only possible with a specially prepared phone.

slighty different. nextel, they are a CMDA network and not GSM....

Also, Nextel phones don't use a simcard afaik, so it might be easier for the network, to OTA (Over The Air) "update" them, either with wanted or unwanted software.
One way or the other, these phones have been specially prepared for this. It's impossible with a "normal', i.e. unprepared device.
