It means that your phone will only work if you put a SIM card in it which is on the same network as the phone is locked to.
EG. If your phone is locked to T-Mobile and you try and put a Vodafone SIM card in it then it won't work.
You can get it unlocked by taking it to your local SE servicepoint or a local trusted mobile phones shop.
