Try backing your phone up and updating your firmware using SEUS (Sony Ericsson Update Service) and see if it fixes it. SEUS was recently changed and it completely flashes the phone now rather than what it used to do, so I think its worth a go.
Otherwise you may need to flash your phone using davinci or totalgsm, which will cost you. It may also void your warranty to do it that way.

I have heard this msg ie "phone has the latest firmware" a number of times and I really don't know the solution to this.
I think the only solution is flashing it.Do not worry about the warranty , it can be branded back just by using SEUS later( can use this option only if you did not change CDA no while flashing)

If you have the option to update anyway (eg. with the same firmware), it may be worth trying. Sometimes it fixes problems people have.

^^^Not XS++ though because it doesn't support A2 phones yet. Either a paid solution like totalgsm or davinci... or SEUS for free.

As the phone you have is DB3150 and it's platform is not cracked yet, you must use some of the online flashing clients to repair the phone. They are not free though... If you are able to spend some euros for flashing the phone do it with totalgsm.
