My employer plans to shut down the area of our site where i work effectively making my job redundant.
He plans to offer me a different job in another area which I do not want.

Am I legally entitled to ask for a redundancy package instead of being moved to another job.

Quite simply no.

You can say you don't want the new job but you won't get a bean from the company.

If you have been with the company for 2yrs or more, you will be entitled to redundancy pay. Its ususally 1 week pay per year, however if you have been offered another job with roughly the same pay, you can't claim redundancy i'm afraid.

Only if you have a good reason not to take the new job, e.g. it involves working different hours, excessive traveling or the pay is less than your current job.

Just "not wanting the job" is not enough, I'm afraid.
