any tips on how to reduce the noise coming out of a pc case?

The absolutely best way to do this is to buy ATCS (Active Thermal Convection System)cabinet.
They are very cool and have no noise at all becuause of its cooling system which makes it possible to not use any fans inside it. The catch here is that they a very expensive. Have a look at:

If you wanna have a cheaper solution you can buy some Magic Fleece Noise Killers. They look like this:

Take a look on

Heres a little correction. It appears you should stick to the Fleece Noise killers, becuase this cabinet apperently not that quiet as I thought.

Noise
Due to the decreased amount of actual fans in the case, it seems Coolermaster has had to make the two fans the ATC-210 does have a bit more powerful to compensate. While we don't have actual decibel measurements, we can say the two fans included with the unit aren't extremely quiet. Of course, they're not anything like a Delta 60mm's noise, but they're not whisper silent like some of the recent cases we've seen.
For those wondering, the fans included are 80mm x 80mm x 25mm YS Tech units. These fans do blow quite a lot air, which is something we can't say for some of the "silent" 80mm fans we've seen lately. Both fans run off 4-pin molex connectors, so we can't get RPM measurements. Since YSTech's website doesn't have exact specifications, we're going to go out on a limb and say the fans run at around 4000-4500 RPM, and put out anywhere from 30-35 CFM of airflow.
If you're really concerned about noise, you can easily replace the fans with thermal sensing smart fans. As always, the price of having lower noise is that case temperatures will be slightly higher.
