some branded phones are not able to vibrate with flash themes. so if yours is branded you problably have them disabled. now if dont, go and look for flash themes

SE phone which can use flash themes can generate vibrate when you search menu, flash theme has a flash menu which can trigger you fone vibrate but you cannot transfer flash themes because only the themes will be transfered n the flash menu remain in the system, sorry for my english

If your phone is unbranded then your default themes should do the vibrates thing, make sure you turn the vibrate option to on...
