in whitelist could be just 10 numbers, and only these numbers could call you, the other will hear busy signal.

I think A100 just have whitelist, to use it, goto settings -> Calls -> Manage Calls > Accept Calls...
All Callers (Default, all incoming calls are allowed)
Only From List (just calls from contacts on list are allowed, you can edit the list with the right soft button, and add up to a max of 10 contacts there)
None: No calls are allowed.

you must patch whitelist to blacklist.
blacklist is absolutely contrary from the whitelist, so we can add the number (more than one), if there are incoming phone to us, it can not, our phone seem in busy.
