IRC doesnt generate traffic worth a shit, a 30min IRC-session typically generates about 50kB traffic (I IRC over GPRS with my laptop), even less if u r in not so active channels.
And regarding IRC on the P800, im working on a irc-client for it, already got a working test-version, should have a beta ready in a couple of weeks, here is a (VERY) early screenshot
