they are set like that to "protect" the public / company.
if it's too loud and you damage your hearing you could sue
SE .......

@All
I'm assuming you guys are referring to the speaker volume and not the headset volume no? If that's the case, then yes, IMO SE sucks in the speaker volume department but please be reminded that the Walkman brand has never been synonymous with speaker output so perhaps your expectation of the branding is a little too high. If it's the headset volume
1) That maximum volume is the maximum allowable audio output before the sound spikes and cracks. SE probably wants to maintain the sound quality rather than having loud but lousy audio. I've modded the accoustics of my soft sounding P990 before, raised the maximum level and it just doesn't sound as good as the original volume due to the points mentioned. I maintained it anyway because the audio was ridiculously soft!
2) It's loud enough as it is and the most I can tolerate is 3 notches below maximum. It might help to use a noise cancelling headset for a purer experience without the need of deafening volume.
As for W800 sounding better than W995...well...I have both phones right now, made a comparison and I can clearly say, 4 years is a lot of time for SE to improvise and it doesn't make sense if they didn't even make an ounce of it. Of course W995 sounds better, but not with their preset equalizer which, IMO is crap. Try this setting
400Hz = +1 bar
1kHz = +1 bar
2.5kHz = 0 bar
6.3kHz = +3 bars
16kHz = + 3bars
Clear Bass: 1 or 2 depending on your liking
Or you could use the original presets (my personal favourites are 'Heavy' and 'Easy') and up everything a notch.
For instance change 'Easy's original eq from
400Hz = -1 bar
1kHz = 0 bar
2.5kHz = +1 bar
6.3kHz = 0 bars
16kHz = +2 bars
to
400Hz = 0 bar
1kHz = +1 bar
2.5kHz = +2 bar
6.3kHz = 1 bars
16kHz = +3 bars
Hope this helps for a better audio experience

@mode
thanks for nice config I will try later with Aino tester units (I hope it will available for me)
and I has preferred set to
full optimal clear bass +3
400Hz = -3 bar
1kHz = -2 bar
2.5kHz = 0 bar
6.3kHz = +2 bars
16kHz = + 3bars
I thought that quite balance between bass and treble
when I turn it all up I feels it too much treble but I will try your config ones.
I never see
later model got high quality speaker since k750/w800 and also w810.
