I transferred notes via IR. Is there a way on how to view them on PC?

It's just a text file (see vNote specifications). You can open/edit it in notepad.

Example of vNote:
Code:BEGIN:VNOTE
VERSION:1.1
BODY:Buy new SonyEricsson phone!
DCREATED:20010601T100000Z
LAST-MODIFIED:20010602T100000Z
CLASS:PUBLIC
END:VNOTE

Yes you can send that file to your T68i. When you do so your phone will issue a message saying Add note. When you click yes the not will be added to your notes folder.
