> Fine for use at filling station?

Goodday people.
I was in my the back of my girlfriends car yesterday and answered a call in the back of the car for possibly 30 secs. when my girlfriend paid for her fuel she was advised that i am on CCTV and could face a 3,000 pound fine?
I was one, not under the illusion that it carries a fine, and two, i was in the back of the car? i think its scare mongouring because after 2 hours of research on all government websites and forums i cant find one post that relates to this. Do the more experienced drivers believe this is scare tactics? or is it a law nowadays?
Thanks in advance.

They done an experiment on Brainiac where they emptied about a jerican of petrol into the caravan and left a mobile in there. They then rang it from a safe distance away... nothing, it just rang.
They tried it with about 10 mobiles in there and they were all rang, and again, nothing... They then got someone in a shell suit to dance on a rubber matt in wellies to generate static shock which was then sent to the caravan and ignited the petrol... Check it out:
