signed apps allows/permit the app to use without asking the user, unsigned app will ask you a permission.

goto application setting and you will see like this

network access:

read user data:

write user data:

signed apps has the ability or the availability of 'Always Allowed' specially on read and write user data, unlike unsigned apps this is the only available 'Ask Everytime' w/c is a very big problem specially if that app is a file browser it will always ask you permission to read and write blah blah, but if its already signed no need to worry just set it 'always allowed' and no annoying pop up msg will appear.
