> Mobile reception high in tall buildings

I recently started a new contractat Canary Wharf in Londons Docklands and am on the 21st floor (with a fantasic view of the O2 and Thames etc btw!).
What I am finding is that depsite being in a fairly dense business area, the mobile reception as I go up the building is bad.
I have tried sim cards from all the networks and actually my tmob gives the best with O2 second. orange came next but can't get a 3G signal, only GPRS and vodafone was worse than that barely showing even a 2g signal.
does anyone else work high up in a tall building and experience the same problem? Are towers targetting their signal some how at ground level?

As you can see from this pic of an average mast, they don't angle up, hence the reason you get the problems. I got my mum to complain to the owner of the offices and they got something fitted throughout (look like fire alarms) and they help boost signal, and it really works.
Don't know what to suggest, but that should explain it anyway.

EDIT: Use
this to find your nearest transmitter, you could complain. Its a bit awkward to use but if you click on the blue triangle it shows you who owns the mast

I work for 3 here... We advise customers that we cant gurantee coverage above 13 or 14 floors... Im not sure if its just the 3 network, but id say it applies to other networks. 'Generally', the higher you go, the worse the coverage, or so they say...
Though, guys at work who live above 15 floors get perfect 3g reception. Touch and go i guess

Where I work the hotel has thick walls and is quite high up and reception is terrible on all but O2 despite being in city centre. You would think O2 would be the best being right by their venue. Anyway sometimes mobile signals radiate outwards and upwards as far as I know so in a tall building if there are masts on top your signal may still be poor. Crazy. Though surely there are other buildings nearby you with masts? Can you see any?
