I don't know how phone prices usually are in your country, but prices can be different from shop to shop, so, yes, it can be possible. In general, the shops of the manufacturers are not the cheapest ones.
I remember last year, when a cousin of mine bought a simfree Nokia N97 from an online shop for 455,- euros, it was still 595,- in Nokias own online shop.

It is always truth that original store (e.g. Sonystyle.com) is the most expensive one because you will get 100% original stuff.

There could be a catch.. Maybe the phone is not original or is it refurbished? Or maybe it is true.. Either way you need to be sure first. I have checked with timtechs because they have one of the most competitive prices of phones and they have the Vivaz for just about the price you mentioned from the local mobile shop and mind you I've been buying my phones from them so I know they are original and brand new. You just have to check to make sure
