A locked phone will only allow you to use a SIM card from one particular carrier. Unlocked ones will allow you to use a SIM card from any carrier meaning you are free to choose your own phone plan. Make sure you check this whenever you are buying a cellphone. Simple, but I get asked this question all the time.
