Looks like Sony had put all their best in-house tech in this phone, save for the "above-average-in-its-class" processor and the "above average-in-its-class" display, this had even more HW features to brag than even the best breed from other smartphone makers. I'm so glad we finally have a waterproof high end phone

I think the cover was there to ensure the outer case is watertight , so no it has something to do with its IPxx rating, if it's rated higher then perhaps it could have some more water repelling protection

^^ They're the same, I think it has something to do with marketing.

There is a difference actually. Water resistant is more like splash or rain proof. Water proof is more like swimming at a set depth. Marketing Sony have worded wrong perhaps
