> How to force limitations of use?

Good day gang.
I bought my mentally handicapped son a Xcover for X-mas thinking it was durable enough for his use.
Now a question comes to mind after checking his usage of the phone. He sits a lot playing with the phone and watches internet and you tube. Now I'm getting worried about the phone bill...
Is it possible, and how do I do it, to limit his options of internet use to WI-FI only?
Then he can surf as much as he wants but ony at home or at school.
