they will certainly have to discontinue it sooner. The GS3 LTE is an incredible bargain at the moment, you get LTE, 2GB RAM, Exynos quad core, 2100mAh battery, great 8MP Camera with
HD1080P@30FPS video, a 4.8inch HD display and continued FW support with 4.2.2 almost here for almost mid range money.
Let's not forget the Note2 sitting at between GS3 LTE and GS4 price range, the GS4 will either way be the best selling Android this year, but clearly not by the huge margin Samsung originally expected.

And there's the issue of multiple variants shipping into the market (S4 mini, S4 Zoom, S4 active) in which non-technical users would find these stuffs pretty confusing, so the people who are originally bound to purchase the originall S4 may find themselves getting a different product from the original S4 thinking that they actually bought the same device because of the S4 moniker. I honestly think Samsung shouldn't have named those variants under the S4 designation.

The Active and Zoom should've just been that, Galaxy Active and Galaxy Zoom.
By the way, there is also the Galaxy Mega range which recently came into market, so many factors contributing to this, both the Galaxy S4 and Note3 are going to be affected by the Mega range if it does well as the Mega range phones have huge displays for less money.

Stuff like this happens. They're making money both ways. For example, Sony sold less phones last quarter, but it wasn't a bad thing, because of those, a large proportion were high ends, so high margin products. I know this is the opposite, but still.
The problem is when consumers see so much of seemingly (to them) similar products, they go for something else altogether. I strongly doubt the s4 mini is selling well, it's priced stupidly high. So is the zoom. Don't know about the active. So we can hardly blame them for eating into s4 sales.
They've really undone their work in making the s series to them whatever iPhone is to Apple.
When your flagship has a high status, your lower range models sell well just in its merit. If Samsung lose that, they'll suffer a lot.
