ive found that Tipic is the best app to use for im such as msn, but does it only work over gprs??? ive got 2mb of gprs for this month, but got free wap nxt month, coz i cant afford he charges for gprs.

please clarify your statements because you can connect to WAP via GPRS. WAP is an application protocol.... NOT a connection method. GPRS is a connection method, NOT the application.
I think you mean, TIPIC doesn't work over CSD/HSCSD.
Tipic works really well with GPRS, I left mine on the whole day... I didn't get any IMs and the thing only used up 9K TOTAL... (2 sent, 7 received)

If so, then there are no charges when using TipicMe over that, right? Or does it need (same with Opera) the internet.globe.com.ph APN to work?? If that's the case then there will indeed be charges...

Yup..Tipic works with the free gateway (www.globe.com.ph) It's only Opera and your laptop/PDA that needs the paid gateway (internet.globe.com.ph)
But just in case Globe start charging... I checked on KB used by Tipic if you just leave it on and connected the whole day without sending or receiving messages... 9-10KB only for the whole day!
