my friend T68i is globe sim locked and its been blocked by NTC for some reasons and he's planning to just send it to canada, however he's not sure if it will work there since it is already NTC blocked?...
so.. is NTC blocked units will still work on other countries lets say it will be unlock for other carriers?...

Blocked by NTC? Locked and blocked are different things. Locked is to a network, where you can only use it on a specific network. Blocked means the phone is useless because it has been reported as stolen, which is the only reason i see why NTC will "block" the phone.
