Almost any midi sequencer software will do.
Digidesign have a free one called Protools Free
www.digidesign.com/ptfree
Steinberg have Cubase. Cubase SL will do.
Apple/Emagic have Logic
I made some of the ringtones that comes preloaded with T310 on Cubase SX for Mac. (They can also be downloaded from SE wap pages)

Man, you'd be a really serious ringtone creater to purchase Cubase for that purpouse..

Believe it or not, but there's a lot of people who are doing ringingtoneservices for living...And they don't use any crappy freeware just because it's free.

As a pro composer with good experience with MIDI sequencing, I can assure you that Cubase SX is not necessary to make ringtones.
As I mentioned earlier, I made about half of the "official" ringtones for the T310.
And although I made them on SX doesn`t mean I couldn`t have done them on PTFree (which by the way is NOT crappy, but made by one of the leading pro music software/hardware companies Digidesign)
You must remember that most polyphonic ringtones are based on a simple form of the "Standard MIDI File" (SMF) standard , and does therefore not utilize many of the possibillities of the MIDI standard.
If you don`t want to compose your own ringtones, but simply want to edit a midifile for using it as a ringtone, the PSM Player that DragonEye mention would do fine.
