I let my little brother play with my cell phone and he tore it to shreds. I tried to to a handset exchange with my provider (tmoble) but they say I need the IMEI # wich is nowhere to be found. Is there onother way to get the IMEI # with a broken phone. Could I use someone elses? If so would anyone be kind enough to help me?

I wouldn't use someone else's. They may have it registered to that person and they'll soon find out when they get the phone back. Have you tried looking on the side of the box it came in?
Does the phone still turn on? If so, press *#06#.
Alternatively, it's written under the battery on your phone.
