No, they are definately not zero for all of them, especially the older ones. I'm going to upload a fresh R7A013 today that has pretty low counters, as I've only been using it for 1 week. It *may* even have the ability to do the GPRS Monitor and Channel Info. It's enabled on my phone, but I don't know if that's carried over during a firmware download/upload.
In any case, the better version of R7A013 will be on home.tone.cc in about an hour or so.

http://gsm.virtualdynamix.com and buy a T28 data cable (this is the service cable used for the T68. You can't use a regular T68 cable for upgrading firmware). You will also need to buy some "Self service logs". I'd suggest buying 4 or 5 at first

Download firmware at
http://home.tone.cc (my website). You'll probably want to use R7A013. Seems to work well for me. Here's the thing, by upgrading the phone yourself you have the possibility of losing bluetooth capability or have reduced standby time. My website (home.tone.cc) addresses some of these concerns in the "Instructions for recovering from a bad flash". If you have one of these problems, they are fixable, just read the section on my website.
Basically, you're taking a risk when you upgrade it yourself

To perfect the upgrading process takes a LOT of work, and will end up costing a fair amount of money in buying logs that are used on re-flashing a bad flash, so only go for it if you are really ballsy.
That being said, you can usually find someone who can upgrade it for you in the country you live in.
