The PAC number is only needed if you leabe one network to join another and want to take your number with you.

If you are upgrading on the same network you won't need one.

I think the point is that if you ask for your PAC number, your network is more likely to take your threat to leave seriously and therefore offer you a better deal on an upgrade.
