Depends who you're dealing with, I suppose.
I can imagine buyers saying cash on delivery is the best way to purchase, but what about sellers?
I wouldn't and indeed haven't sent off things I sold on eBay without receiving payment. All it would take is the buyer to say 'Not got it mate, not paying' for me to lose my item.
If you're talking about face to face purchases, then you can't go wrong with cash on delivery. For internet purchases, I would pretty much always expect to send cash first.
The only thing you can do really is make sure you're buying from someone reputable - check feedback etc.

I read about a lot og ebay id hijacking and it's kinda got me paranoid.. I also had to emails from to people tryingt o sell me a nokia 3650 for 250 euro and a t610 for 329 euro. They gave me ebay id's i checked and things didn't seem to add up. beware everyone....the id they gave me had great feedback but the items they shoudl were really low priced items liek stationary and clothes..i emailed the actual ebay id and he said he wasn't selling anything..so be careful

I've bought only from Ebay-stores when buying from a far-away seller. (1000+ positive feedback) and only for small amounts (i can afford to miss)
BUT: I have also bought my T300 from a foreign seller (germany) and I have to say: there are good sellers out there too!!!.
A few things that are almost always sure scam signs:
*unsolicited email from ebay seller
*VERY expensive and brand new items from countries such as romania
*stock pictures on auction instead of pics provided by the seller
I have good and bad experiences. Buying thru the internet is ALWAYS a gamble.
