If you are running it through a COM port then you may need to download some generic IRDA drivers. Try going into the wireless devices settings and selecting the com port you have it connected to. Remember to run the device at 9600 baud and at half duplex.

If however you have made a device which plugs into your mobo IR header then you need to activate it through your BIOS. Restart and open your BIOS. You then need to activate the IR port, setting it to half-duplex. Sometimes the IR port comes under the mobo COM 2/3 option.
