Of course it is true
Seriously, look here :
http://www3.carphonewarehouse.com/commerce/servlet/gben-customerservices-OurPromises
Under "14 Day Exchange"
>>Furthermore, if you have purchased any product (excluding >>ringtones) from us via Direct Sales, our Website, or Sky Active, you >>are also entitled to return your purchase within 14 days (7 days for >>mobile connections and all upgrades) of delivery for a full refund.
I just ordered a T610 from mail order sales on 0800 925925, they have 150 in which they said are a new "hissless" batch, but none of the local CPW's to me (NW Lodon) had received them yet.

From experience, I can say the phones are hiss-free.
I believe all of CPW direct's current stock is reworked W19 & W20 equipment. Therefore to some extent it is "reconditioned". The sticker on the screen is dirty, there is dust in the earpiece, there is dust under the screen and the packaging isn't as fresh as new on both that I have received. I haven't tried the 2nd, but assume it is hiss-free. I am sending it back too, as I am unhappy with the state of the phone.
I spoke to SE and they have advised me to buy W23 onwards phones only, as these are the ones they can guarantee are hiss free and will not cause a problem in the future. As they officially released W23 onwards stock. Maybe they were trying to get me to buy from them???

It's part of your statutory rights. Afaik you don't even need to supply a reason. Just march in, say it's less than 14 days old (take your receipt) and demand a refund.
If all else fails, do what I did in CPW Trafford Centre when they were being nasty - refused to leave the shop and advised a potential phone buying customer that they could buy a £10 simcard from o2 direct to solve their problem.
Chances are CPW won't watch many customers walk out before giving you your cash back.

UPDATE!
Just took my mail order T610 back to a CPW bricks and mortar store. Bloke did all the bits on the till, then said - credit note or exchange!
Me says, no no no - readies mate!
Basically (and he had a leaflet to prove it) within 14 days the stores only do a credit note or exchange, direct sales (or at least so the website says) refund payment.
In store we had to go to the CPW website, I had to show in the T&C's and only then would he refund.
So be careful people if buying in-store, you may not get refunds!

I know it's late in the day in this thread but just to clarify:
You are NOT entitled to a 14-day refund on ANYTHING bought from CPW unless bought from Online, Direct Sales or Sky Active (Distance Selling Regulations). This is completely legal. It is at the discretion of the branch manager as to whether or not you may receive a refund. The only exception to this is faulty goods, which can be refunded if returned within 28 days, but the Company has the right to inspect the returned goods and test them to prove they are faulty if they so wish.
This is the extent of your statutory rights and I am amazed that omegac75 directs you to a page that does not say anywhere that you are entitled to a refund for any reason within 14 days (with the above exceptions).
Furthermore, I would have thought that management would have exercised the right to boot out the door any customer bad-mouthing the Company in front of other customers, especially those misguided about the legality of their situation.
