I've got a T610 and currently I'm transferring themes, ringtones etc. by copying to my desktop pc, then copying to the ipaq (2600 series) and then IRDA across to the T610. A bit fiddly I know, but it works.
Does anyone know of a way of syncing Outlook using this method?
I don't have a bluetooth connector on the ipaq and pc.
I don't have a IRDA port on the PC.

You can get a USB IR adaptor fairly cheap for your pc these days and that works very well. Actually you can get a bluetooth USB adaptor fairly cheap too.
I use a nice (but not neccessarily quite so cheap) solution for the IRDA
here and for bluetooth
