i'm thinking of buying the "JetEye PC IrDa Serial Adapter ESI-9680"
anybody can tell me the big diferences from this, and the USB ones?

You wont notice any difference because IRDA cannot communicate up to the max speed of the com port, let alone USB. Just get the cheapest one you can.

It is not true that an usb irda dongle cannot reach the speed of a serial dongle.
I own HAMA IrDA USB Dongle and it supports "Fast Infrared" technology, making it possible to reach 4MBps transfers. Yep - 4 000 000 bps.

what about the "ir" device i got for the mouse and board, i really do not need the ps2 output that can be connected with a USB adaptor...is there any way to make it work as a irDA device to manage with the t68i?
