You can't use another IP when you are on their network. You won't be able to communicate with their routers so no communication will be possible.

I can't see why you couldn't use public wap gateways. Only thing why you couldn't use them is that your service provider set firewall and forbides you to comunicate with infront defind ip addresses, but in that case you can always find some public wap gateway they don't know about

To put it in simple terms:
1. The IP address you enter in the WAP setup is the Gateway IP you want to use
2. The IP address you enter in the Data Accounts is the IP address for your phone. Normally you can't set up own IP address for the phone since if you do, it will loose all connectivity because it won't be able to communicate with your Network Provider's routers.

Now, if your network provider allows access to public gateways you will have no problems entering another IP in the WAP setup and using that gateway. (You still shouldn't change IP address in Data Account)

If your network provider wants to block access to public gateways all they have to do is set up a rule on the firewall that makes sure that access is granted only to their own Gateway. Everything else will be blackholed and never reach the destination
