Yes, you can use it as a GSM only phone, but I doubt you will be able to buy it USIM free anyway. These phones will very likely be sold by operators with 3G subscription while "3G"" networks are getting slowly up & running.
Anyway, you have until 2004 to think about it, as it's delayed...
