Hey CODY don't you have AMRconverter? it does both jobs
from WAV->AMR
and AMR->WAV
depending on the source you give it (if you give it a .wav it converts it to .amr, else if you give it a .amr file it does it to .wav)

It can convert from WAV to AMR and AMR to WAV!
