Why cant a P800 have a .mp3 file as a ringtone?

Because they had to choose... but where is the problem? Just make a .wav of it!
It take less space when you use the right size (mhrz, bit,...)

nb: Most are using ogg and not mp3 on their p800, beter quality in less space
