I know you're annoyed by making a new set of shortcuts for a newly upladed skin. But I have found a quick way of doing it.

You just copy the .ini file of your previous skin and rename it with the name of the new skin. So when you open the skin, your old shortcuts are still there.

Minor problems with this method:
You might have to change the layout of your shortcuts because they might block some stuff (buttons, clock) in the new skin.

Major problems with this method:
I haven't tried this to a skin with a different set of names per page and a different number of pages. Don't think it will work... or only up to a small degree. You can try it but I hope you back up tracker to avoid some problems. Can an anyone confirm if this is dangerous or safe?

But it does work to a some degree. I tried it... only on skins with the same structure (page numbers and names)

yep i have too...plus everyone should remember to backup their .ini files so they can delete skins and if they want to load it again later all you have to do is replace the .ini file with the saved one!
