It is working, reception, only when the other party is within campus. We can hear each other well.
But, when we are separated beyond that distance, I can hear the caller but the other party can't hear me. This has reduced the unit to just plain SMS. Is this a known problem?

Sounds to me like your unit is locked to one base station.
I've never heard of other than service phones being loced like that but...
