Just been reading up on this and it sounds pretty cool! Some questions!
1) Is it free?
2) What can be sent from my phone to the recipient
3) Does the other phone have to have BlueTooth enabled for me to BlueJack it?

Just to clarify
BlueJacking does not involve the 'Network' at all - so whether you use O2, Orange, AT&T or any other Network provider is completely irrelevent - in fact your phone does not even need to be connected at all.
BlueJacking exploits the Bluetooth connectivity of phones with it (and assuming that it's enabled). Bluetooth is a high frequency, short range radio signal designed to allow computer peripherals to 'talk' to each other without wires and the latest phones use it so that you can use your phone as a modem and to synchronize it with a computer. However it also allows you to send Contact Business Cards to other phones in the same way as you could use say, Infra Red.
Some phones are better than others with regards to what you can send but the minimum is a simple Contact (with your message as the Contact Name) however if you enter information in the other fields, the unsuspecting recipient has to 'accept' the Contact before they can access any other info you may send - I don't know how many people will do that.
So the answer is that it's completely free, has nothing to do with the Network provider and there might not be much point in sending anything other than your message.
I wonder how long it will be before someone develops a non-phone Bluetooth messenger that exploits Bluetooth for sending messages between Messengers and Phones
