Do they. My old phone was a Vodafone Live Sharp GX10 and that still isnt locked and contract ended 6 mnths ago.

stuart if it's not locked to the provider Vodafone when you buy it, it will not be afterwards. Locked in this case means that you can only use Vodafones simcards in it, not any other providers.

As a rule if it is a branded handset (i.e. if it says Vodafone on it) then it is locked, all Live phones should be locked!

if you buy it from vodafone yes, but if like me, you get it from CPW you may be lucky to get an unbranded and unlocked one!
