I have paired my bro's t610 with my p800, but when we try to send things to each other, the problem begins. Some reason, my bro can akways send stuff to me, and i always can recieve(through walls, and even if we're on different floor). but i can almost NEVER send anything to him!!! why the hell is that? its obvious our bluetooth is working since he send stuff to me just like that.....but i have to try sending it about 5-6 times until it actually reaches to his phone??

I dont know if it will help, try turning both BT's off, turning them both on and then not pairing them but just searching and seanding. I've had a problem with a T68i (mine) and my mates T610 when were pair. Did it without pairing and it woked!
Good Luck

Have you tried removing your respective icons from both phones and go through the entire process of pairing again? Something untoward might have happened during the pairing, that is why your brothers phone can send files to yours but it's difficult when it's the other way around.

The problem seems to be in his settings. I don't think simply pairing them would fix anything if he has incoming transfers blocked on his end.

Try to set the phones into discoverable mode.
