yes I did, it says all outgoing command error
btw If ever this feature will be enabled, will it prompt me to enter a password whenever I make an outgoing call? If it doesnt then I will bother to enable this feature

Have you tried the SIM's PUK1? On my network, that's what I have to enter. And no, you won't be prompted everytime you use it.
