I actually found it in C:\windows\systemfiles with a teddy bear icon & no virus was detected by norton.

URGENT
New Virus

I have been alerted to a virus, which you may now discover on your hard drive. You must delete it. This virus is doing the rounds and may well be on your C drive through E-mail. Please follow carefully the instructions below :
If you have it affects EVERYONE in your ADDRESS BOOK so please can you follow the instructions at the end to see if you have been contaminated and to delete it. The virus is called jdbgmgr.exe and is not detected by Norton McAfee or Sophos antivirus systems. The virus stays quiet for 14 days before damaging the system. It is sent automatically by the messenger and by the address book, WHETHER OR NOT YOU SENT E-MAILS TO YOUR CONTACTS.
Here's what to do: -
1) Go to start, find or search option.
2) In the files/folder option, write the name jdbgmgr.exe
3) Be sure to search in your C:drive.
4) Click "find now".
5) The virus has a little bear icon with the name jdbgmgr.exe DO NOT OPEN.
6) Right click and delete it (it will then go to the Recycle Bin).
7) Go to the Recycle Bin and delete it there as well, or empty the bin.
IF YOU FIND THE VIRUS YOU MUST CONTACT ALL THE PEOPLE IN YOUR ADDRESS BOOK SO THEY CAN ERADICATE IT IN THEIR OWN ADDRESS BOOKS.

I searched my computer and also found a file matching what you wrote, but when I hold my mouse over the file, some datas pops up, and one of them is the date of creation. My file was created on 27. november 2001, which means that either I'm very lucky or this is a hoax!! Or maybe I'm missing out on something??

Don't touch it... SOmeone sent that to me last time and after that is when the problems happened... I think all people have it in their computer and if you delete it you get constant errors!!! Just let it be!!!

Every computer should have it, it's one of the things that controls your system.... don't delete it.... If you do, it's not a virus, but it's YOU that will F*CK UP your computer!!!!

Yep big time hoax, that's the Java script debugger, had that one going around work, thought it looked fishy so checked the Symantic site.
