There are several apps that allow you to create midi files, which is what I assume you mean by poly's.
The best are the likes of Cakewalk and Cubase, but these are expensive.
Modplug Tracker is free but like all 'musical' software, it takes a lot of practice and hard work to produce anything, especially if you don't have a real musical keyboard hooked up to your PC.

'Anvil Studio' also allows you to produce midi files and is free, but personally I prefer modplug tracker:
