i don't think YOU can do anything unless YOU are the victim and YOU can present your own correpsondence with this guy. Third party emails certainly won't do.
WERE you a victim?

Unfortunatly there is always someone who is willing and able to fleece you of your hard earned cash
In the hope of getting something for half price most of the time you end up paying twice as much for it
The best advice is to always purchase your products from a reputable company it does cost more but in the long run at least you have some comfort in knowing that if your product becomes faulty you can hopefully get it repaired or exchanged by the company you purchased it from

Wheter you have a case or not, depends on the circumstances. I don't know the case in this story, but i'm guessing you bought something from him, which you never recieved, or was faulty?
Internet scams are still in a pretty vague area in law.
For example: Here (that's in Holland) there was a case about a person who wanted to buy a Rolex watch from the Internet. He'd seen it at some sort of e-bay-ish site (not e-bay itself!!) He paid 1700 Euro's for it. When he recieved a fake Rolex, he went to the Police. They send him home. The problem was, that the watch he thought he was buying, normally costs about 5 to 10x what he paid (it was a reálly expensive Rolex!) so he could have sensed that it was a fraud. Therefor he could not be helped. With these kind of internet deals, they often point you out to use your commen sense (a term which is almost as vague as the internet law!) when purchesing items. Hard but helas reality....
BTW, the comment given earlier that you don't have a case with 3rd person mail is true. It won't hold. These people need to report this fraud themselves. Ofcourse it's very smart to collect as much evidence as you can get, by forming some kind of victims group.
Good luck!
