I'm a VS user in New York and I'll be getting the Motorola V70 when it comes out in the next few weeks. Since the V70 is exclusive to only Cingular, I'll be buying it from a Cingular without a contract. My question is: does Cingular lock their GSM phones like AT&T does? Because I can't use Cingular in the city until summer.

I wish I could tell you. Cingular is really vague in any type of information, and buying any phone that I would think would be unlocked from Cingular, I would get worried.
Just buy one online, much safer and cheaper, especially from popular stores (Where they are happy to tell you anything you want about the phone you want to buy, even down to the serial number). But if you are going to get one from Cingular, get an extra SIM card handy to see if the phone is locked or not.
I'm sure there are also other ways to see if the phone is locked like the T68's

I can confirm that the Ericsson T28 world phone I purchased from Cingular (last year) was locked and it would not accept a SIM card from another provider. I have since bought a T68i from Hong Kong which is not locked.

Their phones are definately SIM Locked... and the Browser is custom (locked) to Cingular's Wireless Window. Cingular is launching in New York in July!

cingular has a prepaid plan. it basically uses the same simcard but activated on a different system. prepaid simcard is about $25 dollars and the refills are from $10 - $100.
if u can get a hold of the sim and ur in california, let me know, i'll put $30.00 worth of credit.
also
35c - 7:00AM - 8:59Pm ( landlines and other carriers )
10c - 9:00PM - 6:59AM ( any phone )
10c - aLL cingular phones 24/7
( aLL calls include free long distance to 50 states )

since there were complaints from costumers in the United States about locking the phones to a specific provider, cingular has made it easier for costumers to get their " cingular phones " unlocked. before, cingular, also known as pacbell requires a certain period of subscription time to unlock their phones. one can get the phones unlocked by calling cingular at 1-866-cingula[r] ---> tech support.

hmmm.... do you need to call to get your phone unlocked? i got my old one last april (siemens s40) so that's more than a month... so does it mean that phone is unlocked now??? or do i need to call?
