Does anybody know what drives the 850/1800/1900 and/or 900/1800/190 mhz frequencies, is it hardware or software? I'm thinking of purchasing an AT&T phone with an 850/1800/1900 mhz freq., but I was wondering if there was something out there that can convert it to 900/1800/1900 mhz?

yes, you could use a software called DIV 8.4 and you'll also need a so called " Terminator Dongle".. I'm 90% sure you can convert to the desired frequency with this..

Regardless, can anyone confirm what he said? I'm curious...cuz then it would mean that I could buy a Z1010, modify it and use it on my network here, which is 1900...

Will ONLY work with phones that support 850mhz in the
firmware
Just flash it with DIV 8.x, afterwards you may need to do a
rebuild sp area using otp imei... It'll bring the bandlock back
to 850/1800/1900
