Is it true that you can only take clips that are 9 seconds long? Can this be extened at all?

default is 30 seconds (for sending in mms), you can change this to unlimited (which is of course only limited by free space)

Actually on my (O2 UK) K700i the limited video clip (MMS) takes a video of 2'30" which is 1.3mb in size. There must be some networks which a higher bandwith for sending data via GPRS.
