Is it wet right now ? or did this happen some time ago ?
If its wet now, take the battery out and leave the phone in a warm dry place for 24 hours. The try using the phone.
If it happened some time ago, and the screens flickering, looks like you've got a broken phone.. sorry !

Even if your phone seems to be ok after 24 hours, take it to SE for a checkup

If you're feeling brave enough, take the phone apart to dry it thoroughly. Water damage isn't always immediate, it can take days, or weeks for any corrosion to components to render the phone faulty, or worse, useless!

If you mean the black aerial cover, you need to carefully lever it off with something plastic. You carefully lever it up carefully to the left of the camera lens whilst pushing it away from the phone at the same time, it should come off. Just be careful you don't scratch or snap the casing!
